I've successfully set up the Grading Form Publisher role [as described here] but for some reason, the "Publish the form as a new template" button still doesn't appear above the teacher's rubrics or even when I log in as admin to view their rubrics. What could be the issue?
I think I figured this out. For some reason, the rubrics created BEFORE I created the Grading form publisher role didn't have the Publish buttons. I've added new ones and it suddenly showed.

I was playing around with it in 3.2 Moodle Cloud. I was able to get previously created advanced grading forms to save, but once they were saved to the site, the Publish as new form button would not come up unless I went in and "edited" the form and saved it, then the button came up again.
