Jmail block - students can't see any contacts

I can't figure out why my students can't see any contacts in their jmail block, including their teachers. It doesn't matter whether Course settings use no groups, or use separated groups with everyone in the same group. Student role permissions for all jmail functions are set to allow, with the exception of "approve messages." Teacher role permissions are all set to allow.

I don't know what else to check. Does anyone have any suggestions?

The comments on the plugin page for that block suggest that there is an issue on a site running Moodle 3.1.

Haver you recently installed this block, or is it something you’ve had a for a while? If you’ve had it for a while, has it been upgraded recently and was it working as expected previously? Have you checked any error messages with debugging switched on?
