it would appear that if you have a quiz set to be completed on achieving a passing grade of say 75%, then the next section restrictions must be dependent on the quiz being completed only and not on the quiz being completed with a passing grade.
Strange because if you passed the quiz then you passed and the section restriction of complete with passing grade is the same as just complete - but it yields different outcomes
