I'm having the same issue as you and haven't yet managed to resolve it.
It seems to be an issue with theme caching/compression somehow. When I enable "Theme designer mode", I load valid CSS every time (although the JS is still broken.) And furthermore, if I purge all caches, I get one valid page load before it reverts back to being broken and returning gibberish.
Did you make any more progress on this issue yourself?
