Our instructors are trying to migrate some courses from our old Moodle installation to our new one using the backup and then restore method. our problem is that the restore on the new server doesn't finish.
Our old server is running Moodle 2.6.11 using the standard Apache server default setup.
Our new install is running Moodle 3.2 on a Windows Server 2012 RS, PHP version 5.6.29, and mysql for the dbase.
We are able to export and download the .mbz backup file from the old server just fine. We are able to upload the backup file to the new server without any problems. When you click through the default options to restore the course, when you get to the last screen and click the button to complete the restore at that point it just runs and runs and never completes. In the lower corner of the browser window it says, "waiting for Moodle" but other than that nothing happens and it stays stuck on the current screen.
I've tried letting a restore run for as much as 4 hours and it never completes. After cancelling the restore, when you look into the course anywhere from 2-5 topics are restored (out of 18 in the current course) and the rest of the course is blank. I've tried this multiple times with courses of various sizes and the restore never finishes for any of them.
I turned on debugging but it's not really of much help because nothings happens after you click the last button to complete the restore process.
Any suggestions as to what might be causing this?
