I hope someone can help! We are running Moodle 3.1.1+ (Build: 20160811) and when I backup and restore a course the only part of the gradebook that is restored are the graded activities. The categories and any manual items are missing.
This is a huge problem and makes twice as much work for me as I now have to redo the gradebook for each of the courses that I have restored.
I have searched the forums and I don't see any information about this for Moodle 3.X. I have tried backing up the course with the students and then restoring it without the students and nothing.

This has always been an issue with manual items. They attach to the students instead of the course. Restore the students and the grade items will come in.
I recommend that grade items are not used. It only takes a couple more minutes to create an activity. (In fact, I have disabled grade items on my site for this very reason!)
Thank you for the information. I have tried backing the course up with the students, but when I restore it without the students the grade book categories and columns are not there. I do not want the students from last semester in the new course.
The gradebook in Moodle 2x used to come in intact, but since we have moved to 3.1 it has not worked.

Just one idea, try to restore the course with students, then reset it, to eliminate students and their grades.

I'm experiencing this, right now. I don't have any problem with the idea of using activities, rather than manual items, as that's often what I recommend, anyway. However, my concern is that the categories are all lost! What's up with that???
I actually did a simple backup and restore WITH students and lost all categories!
