The only way I found here is having a custom auth plugin which shows a custom login screen with 2 steps, before you login the user into moodle.
Please check an attached dummy plugin, hope it helps you to figure out how to complete. Nevertheless there would be some more issues to be done, like changing the Login link in your theme to the plugin login page and so on...
