I'm upgrading from 1.9.8 to 3.0, or maybe 3.1. What would you suggest? I know I have to upgrade from 1.9.8 to 2.2 or 3.0. Attached it what I see when I want to upgrade to 3.0. I've very new at this.

The best advice I can give you is not to bother. Install a new 3.2 site and recreate your content. Yes, really! It will probably be quicker and the end result will be much better.
However, if you insist...
1. Upgrade to 1.9.19 (last version of 1.9)
2. Upgrade to 2.2
3. Upgrade to 2.7
4. Upgrade to 3.2
Make sure you read all the release notes for each version and **take back ups** at each stage.
