Creating a Test Moodle Server

I wanted to get some pointer on what to look at in creating a Moodle test server.  I restored a backup copy of our production but havent enabled network connectivity on it so it doesn't interfere with production.  What are some of the things I need to change on the restored test server before I can bring it online.  We are on Moodle 2.3 currently and wanted to move to 3.0 so thats why we are creating this test server.  Our database is MSSQL.

You should just need to change the ip address in your config.php and then run replace tool (admin/tool/replace/index.php) on the database to update the new url.

Thank you for your response.  I know this is a dumb question but how would I run that tool?

Go the web address yoursite.com plus the line I already gave.  It is pretty self explanatory.
