I think they didn't show up because Enrolled users and Enrolment methods are not Site administration links -they are links within a course/course administration.
By the way as well as finding them from the Participants gear menu as you did, they are also accessible from the gear menu at the top of the course page, by clicking More and then Users. I like the Participants link myself though.
