Sorry to hear about your problem re-registering your site. If you've not done so already, please do email support@moodle.org so that we can help you with an updated public key.
There does indeed seem to be a bug in Moodle 3.2. Please feel free to report it yourself in our Moodle Tracker, then you'll receive email notifications of updates, and if developers require further info then they can communicate easily with you in the issue. To report a bug, you'll need to first create a tracker account. (Please see the Tracker introduction guide for more details of how to report an issue.)
