I can't help directly but we are also very interested in this area. In the UK we are the leading math software on PDAs/handhelds, and we also deliver via disaggregated SCORM on Moodle. You are very welcome to a free copy of our software for your PDAs (see below).
As yet, I don't know of anyone using PDAs to access our content on Moodle. That is, we have;
a) School users accessing our math on Moodle (lots of schools do this).
b) School users with local copies on memory sticks of our software on PDAs (dozens of schools do this).
As yet, no school chooses to access our content on PDAs from Moodle.
