1- what is the main differences between Moodle and Moodle cloud?
2- Can we use Moodle cloud in any university as MOOC in stead of normal Moodle?
3- What is the additional features in Moodle cloud that is can not found or solve the problems found in Moodle?

1 Moodle cloud is mainly for testing Moodle out rather than real use for anything more than small courses IMHO. It is very restricted (as it probably should be to minimise support issues and ensure stability).
2 Given the limitations, could be an issue depending on the variables of the intended MOOC.
3 None, quite possibly the opposite - the restrictions on Moodle cloud means you can't use plugins etc. to fill a gap in your requirements.

It's worth pointing out here that MoodleCloud is not just used for testing and is used for real use in production Moodle installations. The free site does come with restrictions, however you can upgrade to a paid site on a larger plan which offers more file space, more users etc...
