Student is able to see the "Customize this page" button

hi,

I am using Moodle 3.1 version and i am having a doubt that student is able to see the "Customize this page" button on its dashboard. Even after through admin account i have given only view block permission to student but he is able to edit and hide the block. 

Can i make the "Customize this page" button inaccessible to student.
