Actually I believe there is a way to do this.

1. Go to your Moodle home page

2. Open the School New Forum (by clicking on "Older Topics..." beneath the bottom post).

3. In the Forum Admin block, you'll see "Subscription Mode" -- click to expand this

4. Choose "Forced Subscription"

5. Your page will reload and if you then click on "Show/Edit current Subscribers" you should now see all users listed as subscribers.


EDIT: Duh, forgot about what your original post was regarding to. You said you already did this and your list is empty.

So... Follow steps 1 & 2 above.

Then click on Permissions.

Scroll down to the Activity: Forum permissions.

Do you have any permission set that may prevent the subscriber list from being populated?

Ahh yeaah, I had to add User, etc. to the mod/forum:allowforcesubscribe permission of the forum.
