When a Teacher or Manager attempts a quiz that only allows 1 attempt, why can't you delete the attempt? It does not show in the results under "all users that have attempted the quiz" and there is no button to delete attempt.

Teachers don't attempt the quiz really. Their attempt is only considered to be a preview. It gets automatically deleted after some time. Also you can alwasy start a new one by clicking the Preview link in the Quiz adminstration block, even if you can't see the Start preview button.
Thanks Tim but I'm sure there used to be a delete previous attempt under the quiz and you can't even see results for non enrolled users.
You can see the attempts for non-enrolled users. It just defaults to showing attempts for enrolled users. Look at the options in the quiz reports.
The way teacher previews works has not fundamentally changes any time in the last 10 years.

It does let the teacher have another attempt. You can review the first attempt, and click the 'Start another preview' button. Or you can use the Preview link in the Quiz administration block.
