HELP! Emails being sent to ALL USERS after moving to 3.1

Good Morning,

After battling other email issues, I looked at the log this morning and found the server attempted to send an email to EVERY USER at 12:00 and it ran at 12:35.  I have started from scratch with an up to date 3.1.  Restored my courses from a 2.7 version and brought my users with the course.  I did not send an email, but found out the passwords did not import last night when working with a test user.  The system is not fully tested nor to users know the new site exists.  PANIC will ensue if they receive these emails.

Is the server sending emails for a password change?  Any help would be appreciated.

When you restore users from a course restore, it will reset their emails and they will have to change them.  I suspect that was what the email was about.
