From memory the Red5 version it works best with is 0.8. I tried with many different 1.x versions of Red5 and had different WAR files for different versions, but each had their own quirks and it was a nightmare.
If you want to do this, I suggest you use the red5 + poodll.war pre installed download. That is linked to in the pdf file I posted earlier in this thread. That will work with Moodle 2.8. I think you should install the latest PoodLL that will work on 2.8. For the filter that is version: 2.7.6(Build 2015070401) . It is best to get the PoodLL plugins from Moodle.org plugins database.
