I installed 3.1 moodle in same local wamp server where it didn't throw any error but while installing 2.8 in same server with same configuration it throws

It's true. Moodle 2.8 doesn't work with PHP 7. What it says...

what about 2.9 and 3.0 will they install on php 7 and sorry for this question because i'm new to moodle

For PHP7 to work you will need Moodle 3.01. PHP7 is quite new so there could be some plugins (3rd party code) that does not work perfectly with PHP7. See the release notes for requirements.
