As the title, can I move the exist feedback to another course page with the same URL/ID?

I found here https://moodle.org/mod/forum/discuss.php?d=195565 but It might change the URL/ID for an activity/feedback.
It will change the id because it will be a different instance of the feedback. You cannot "move" a feedback around, you can only import or restore it to the new course which effectively creates a copy of the feedback with a new id so it is unique to that course.
