Well, the preferred way to add pdf support to tutorboard would be to have a pdf to html converter written in PHP and then follow the instructions in the documentation.
Searching google for pdf2html reveals some links. In fact google itself can convert pdf files to html.
Another possible way would be to locate a pdf viewer written in Java and handle pdf files separately. In fact it would make sense to have a general way to allow Java to process filetypes that were inconvenient to convert to html.
There do seem to be plenty of pdf viewers written in Java.
I 'd imagine that pdf support would make the TutorBoard much more usable to the Moodle community,
