During the installation process, all of the files in the Moodle folder have to have their permission changed for Moodle can properly access the associated files. You fix your problem you will need SSH access. Enter the recommended CHMOD commands in the documentation for your version of Moodle. Moodle provides these commands in the installation documentation section of this site.
