on both sides I have same level of rights.
I am new to moodle, I was assigned to this project and I found out difference in 2 instances of same version of moodle (v 2.9). this may be some admin controls which are turned off/on.

Which theme are you using in those 2 instances of Moodle?
Are you sure you are looking at the same page in both Moodles? The top one looks like the Dashboard which is not the front page of the site. Perhaps the bottom picture is the front page of the site?
I am struggling this for long, in the dashboard I need to see breadcrumb and some controls.
