while uploading users i uploaded an excel spreadsheet file but it didn't accept and it is asking for a CSV format. what is this CSV format?
also give me a complete assistance in site administration, but i'm not a developer. to do site administration in a efficient way what i should do?

In your Excel file:
File > Save as.... Then select "CSV (Comma delimited) in the drop down menu next to "Save as type" before saving your file. Then you have a csv file to upload.
The best way to learn how to do site administration is just by playing around with all the settings (use Mount orange school test site). If you can't figure something out, look it up in Moodle Docs.
