I'm having an issue with my server not sending emails to users who are trying to reset their passwords, so I enabled email debug messages to be displayed in html, the emails started working. This would be fine, except that it gives the entire successful log output to the user, which is definitely not desirable. If it doesn't output to html, the emails don't send, but it also isn't sending errors to my php error log file.
What would cause emails to only be sent while outputting to html is on?
I'm using Moodle 3.0
