Progress - I've been using the feedback activity unmapped to any courses. In the past this has resulted in a feedback activity being available for all courses. I've now mapped the feedback activity to a selection of courses, which has resulted in the feedback block, containing the feedback activity, appearing in those courses for students. And if I then remove those course mappings, the feedback block, and the activity block, now appear to be available on courses, as I wanted originally.
