Is it true that if you turn on tracking for a forum and you are also subscribed to that
forum (receiving copies of posts via email), the posts
you've been emailed will be marked as read once you return to the forum
in Moodle?
I'm wondering the same thing. If so, I'd like to see if we can adjust this so that emails do not determine whether a new forum post is unread.

From Moodle 3.2, this will become an option.
This functionality was added in MDL-37669.
