Have you modified the code in anyway? As a search for 'continue' in the PHP files of '/auth' only reveals that '/auth/test_settings.php' has "echo $OUTPUT->continue_button($returnurl);". Its a sensible search because there is a language string with the key 'continue' and that or the call in the core renderer for the button would have been used.
Has the theme changed something?
