Moodle in English

Hi All, 

I am using Moodle 3.1 and want to use as provider. 

In Course configuration by default I saw "Publish as LTI Tools". Also I installed "LTI Provider" plugin. {https://moodle.org/plugins/local_ltiprovider}

I am not sure the difference between these 2. Which one to use and when?

I remember moodle doc 3.0 talks about LTI Provider and provision new course using template.  {https://docs.moodle.org/30/en/LTI_Provider}

My requirement is to create/provision new LTI course in moodle if not available? 

Also as part of next implementation, use Content-item which will be part of moodle 3.2.
