When I run CRON I get this message:

Google is not much help.
The SMTP service does not require credentials but is running on another server on campus; I do not have access to that logging. I am running under IIS7, Windows Server 2008 SP1, Moodle 3.1.1+ (Build: 20160908), PHP Version 5.5.8
