Have you checked all the possible causes mentioned in the discussion Cannot upload or change profile pictures? It's quite an old thread, but as far as I know, many of the possible causes are still relevant.

Disabling slash argument didn't help, but the GD extension for php was the ticket! Thanks for the help.
