Currently the question navigation block does not work for the Question Practice quiz plugin. I was curious the best place I could hire someone to implement this feature.

I believe it is free to post an advert. I am the maintainer of Question Practice module but I tend not to do paid for Moodle development (outside my day job). I intend to do work on that plugin at some point, but that would not be at the top of my list of things to do. I would probably focus on improving the appearance and reporting. However if you find someone to do it I could comment generally on your plans.
