In our institution the start date is the course creation date but all newly created sites are set to "hidden" and the lecturers can turn them into "visible" after preparing them at any time.
We've also added In the theme (with Nadav's help) a warning notice for the Lecturers and TAs saying: "This course is still unavailable to your students. Press here for instructions".
