System-wide performance

After we upgraded to Moodle 3.1 in June, we noticed minor system-wide slowdowns. However, these have become increasingly worse over the last month and a half. It’s reached the point where we are often unable to log on the first try because the system times out. When we do manage to log on something as simple as activating the disclosure triangle for “Site Administration” can take over 30 seconds. These problems are somewhat intermittent. Our back-end team fixed a few minor problems with the database but there are no other apparent software or hardware issues. We don’t have more than a couple dozen concurrent users. Can someone please provide suggestions?

Upgraded from what?  What is your hardware and server software? How is your MUC configured?  What is your file store? VM (is it any good)?

I think it's reasonable to say that enough people are running 3.1 to suggest there isn't an inherent performance issue. So... what have you done to diagnose your problem? What monitoring are your running and what does it tell you? When it grinds to a halt what's going on - system load, database, web server stats, memory usage etc. etc.?
