This is not a Moodle problem but a problem with your browser (maybe Chrome) not reading the PDF document correctly, assuming it is a correctly converted PDF document. Please do a Google search on the internet of  that error message and read the suggestions which come up.

It is pdf file and normally open it from chrome

Sorry can't help much but in the hope it might help I created a Moodle course and loaded the pdf .  I then opened it using Edge without problems and certainly no error messages.  All a bit messy but I expect that is my usage of Moodle and the fact that my Windows 10 doesn't associate pdf to a browser.  

I then loaded the file as a resource and set it as embedded.  Displays perfectly.
