Adding a free MOOC to a Moodle site

Microsoft has various free courses and gives tips on using an Iframe to imbed its free MOOC courses.

Can this be done within Moodle? 

Has anyone else done this?

Do you mean how to embed a Microsoft course into a Moodle site? I don't know the format of the Microsoft courses so I couldn't give a better reply I'm sorry. But Moodle itself can work very well as a free MOOC (as we do regularly with our Learn Moodle MOOC)

Microsoft has free SCORMs and also gives information on imbedding an Iframe with one of its Moocs. Can this be done?

Might be worth giving a link instead of people having to guess exactly what the subject is.

If Microsoft is offering SCORM packages (these perhaps?) then the issue of embedding with iframes is moot per se as you would just add them as a SCORM resource in Moodle. To open the course up to everyone, look into various enrolment options.
