I am also new in competencies and using it from last 2-3 weeks. Here is some queries i face.
How student will complete his learning plan if there are competencies which is not in his course ?
His course competencies are 100% but how he complete the learning plan 100% ?
As i show in the screenshot.

I find out the answer of this Question
In this the student can send that "as a guest" competency (from learning plan) for review or attach evidence which is view-able by teacher or admin. Then they Rate it or start review.
And the Progress of Student learning plan can become 100%.
