The browser falls back to a) with one difference - the message "This profile is not available because this user is not enrolled in this course." at the top.
If I am not mistaken we used to get the page https://moodle.org/user/profile.php?id=1611963.
c) From there, if I visit "Forum posts" or "Forum discussions" it says No (posts/messages) whereas I can read the discussion in a).
d) If I try https://moodle.org/mod/forum/user.php?id=1611963&course=5&mode=discussions I get "forum/notenrolled", More information about this error pointing to https://docs.moodle.org/31/en/error/forum/notenrolled.
What is going on?

I can reproduce your use case. In b), I'm not sure that I used to get the page you mention.
And contrarily of what your title post says, the profile is not hidden, just awkwardly accessible: https://moodle.org/user/view.php?id=1611963 or https://moodle.org/user/profile.php?id=1611963

i'm pretty sure. I could not only see that visitor has left "Moodle in English" but also know when he left.

Any information which needs URL-guessing is _hidden_ for the vast majority of visitors on moodle.org!
I repeat: Contrary to what https://moodle.org/mod/forum/user.php?id=1611963&course=5&mode=discussions says I can see posts made by that visitor, example https://moodle.org/mod/forum/discuss.php?d=251402.
