Adaptable lets you build layouts using multiple block regions on the front page in a bootstrap grid, from memory it is possible to have up to 20 blocks in that layout, plus sidebar.
I just tested it again for 3.2 and its fine, though you do have to drag slightly over to the right hand side before it snaps into place.
