The new User tour plugin for Moodle 3.0 and 3.1 looks very promising. Already there are many (mostly English and some French and Spanish) tours available for download at the Moodle user tours database.

And there is an illustrated step-by-step Docs page about how to translate Moodle User Tours.
This might be a very useful addition for many new users of multi-language Moodle sites.
