As there is no install plugins option on your site, it sounds as though the functionality has been prevented by your hosting provider. Many hosting providers do this, as installing additional plugins is a security risk.

I don't think this is the case, cuz I've been developing lots of Joomla sites with numerous installations of plugins
What version of Moodle are you using?

You fetched the free version of what from there?
Sounds like you signed up for a free Moodle cloud account in which case, you won't be able to install plugins.
