I would try the following:
Redownload a fresh version of the Moodle code. Copy across your config.php and any plugins.
Check the permissions on your moodle folder. Make sure that the web user has appropriate permissions recursively.
See if the upgrade then goes smoothly. Once you are back in, you can turn off debugging or you can search the help documentation for using the config.php file to set your debugging preferences.
