Help Moodle site not working. Administration block does not appear and not able to find files that need to be upgraded.

Somehow one of the members of the tech support team from my host provider did something to my moodle site database and now it is not properly functioning. They say they have done their best to repair it but can not do more.

I can log into the site but it takes me to the admin/index.php page aka Plugins check page.
When I click the 'update moodle database now' I get the following message:

Why do you say they have failed dependency checks - that screenshot says they are there to be upgraded. There's no message on that first screen about failing dependency checks

There should be an Upgrade Database button at the bottom of the page, click that and let it install those plugins.

However, all your 'String does not exist' errors relate to the /backup not the file stores and caches. Are there any install errors relating to the backup module where dependencies are failing or missing from disk etc? That is what might be blocking the upgrade rather than the ones in your screenshot.

I am not getting notices from the responses so I just saw yours.

I get the notice from the screen shot when I click the upgrade button.

Yes there are install errors relating to the backup module where dependencies are failing or missing from disk etc. And I don't know the quickest way to resolve them all. There are many.  This is why I need help. Like I said everything was working fine until tech support touched it.

I would try the following:

Redownload a fresh version of the Moodle code.  Copy across your config.php and any plugins.

Check the permissions on your moodle folder.  Make sure that the web user has appropriate permissions recursively.

See if the upgrade then goes smoothly.  Once you are back in, you can turn off debugging or you can search the help documentation for using the config.php file to set your debugging preferences.
