It sounds as though the permissions have been changed in the course or wiki activity. You can check for a sample student via Course administration > Permissions and Wiki administration > Check permissions. Please see the documentation Permissions for more details.

Thank you for your kind reply. I did the check as you suggested and I see that the student has permission to view / add wiki pages and is consistent with the role student's permissions also. It looks to me like perhaps this is a bug?
Solved or at least a workaround. The module's group setting was set to separate groups. When this was set to no groups the problem went away. Evidently when set to separate groups and there are no groups in the course the problem manifests as described. I am still unsure if this is a bug or works as intended.
