Backup and import into other CMS

I am a high school teacher using a system called NEO CMS.  It has an import feature for Moodle.

In Moodle, I create a Moodle backup (not an IMS Common Cartridge) and then import it into NEO.  It creates the classes, but it doesn't bring over any attachments or resources that I have included in the lessons. 

I've tried backing up with both Moodle and IMS Common Cartridge.  NEO allows me to import using either format.

 Is that just a problem with the NEO software or am I doing something wrong when I create a backup with Moodle?

Sounds like a problem with NEO.

Test.  If you can un-tar/un-zip a Moodle backup on a local machine and it un-tars or un-zips without error ... and one has or sees a moodle_backup.xml file in the un-tarrd/un-zipped extraction then Moodle did it's job.   Another test ... restore the backup to the Moodle you are using only to a different course or another Moodle instance of same or higher version.  

Again, IF Moodle can do that/those, your moodle is functioning as it should ... wouldn't you agree?
