I am running Moodle 3.0--currently version 3.0.4. This is a new server, but I had the same setup on earlier versions of Moodle (2.8 and 2.6) and the file deleted as it should. I don't see anything different in my set up.
I am using the enrollment flatfile plugin. Moodle is picking up the file and processing it as it should. However, it is not deleting the file after processing. Is anyone else seeing this?

Check your file permissions - perhaps the web user does not have delete permissions?

Privileging is the same as it has been in older versions, 644.

I changed the privs to 666, but it is still not deleting.

Is the web service the owner of the folder?

Ahh. That was it. Changed the owner and the file deleted.
