Forum is only sending email to first subscribed participant

Hello All,

    We updated from Moodle 2.6 to 3.0 and in the process, the Forums lost their ability to send more than one email.  Here is what we seem to know.

Other email from the site (like badge awards) is being sent fine.

If a teacher posts a new message to the news forum, only a single message is sent.  The message is sent to whomever is the first in the list of people subscribed to the forum.  

When I run the Chron manually, I can see it processing the message and sending to the first user.  If there is more than one subscribed user, it will say it processed it for the first user, but then the next line of the Chron report will be "sending" and it will stop there.

It doesn't matter if the first person in the subscribed list is a student or a teacher.  It also doesn't matter if it is the sender of the message.

If there is only one subscribed user, the Chron report will read that it processed the message, sent it to the one user, and then, unlike if there are more than one user, it will go on to complete the remaining Chron tasks.


It has me stumped.  Any thoughts?
