If you want to start a general conversation and ask general questions, then the best place to do that is probably the social lounge.
The other forums are then dedicated to specific areas of Moodle, or different uses of Moodle, such as this one is actually a forum about the Forum activity
If you look at the menu on the right (under Current Community>Moodle in English>Activities and Resources (and a few other categories such as Development) you will see the different forums listed to pose your questions in the appropriate one.
