Well, the browser just reads the html (produced by the php), the css and the javascript, so yes it would be possible to develop your block primarily in html with php to add just the bare essentials. However, bear in mind that many of the blocks are written primarily in php for a good reason - they utilise functions and code that just isn't possible/practical in html - you might find those 'bear necessities' (sorry just been playing Disney on the piano ) growing exponentially as you work with your block
