True. It happened to me. Purging cache solved the problem.
I just install 3.2, and I am having a similar problem.
I go to Dashboard > Site Administrator then click on "Courses" and nothing happens.
This doesn't same like the same problem at all. Is this a fresh install or an upgrade? Have you tried purging caches? Have you checked permissions?
